EU Foreign Policy and Legitimacy

In the pursuit of its transformatory agenda - one that challenges many traditional conceptions of the utility of power and violence in the international system - one of the difficulties the European Union is confronted with is that of its own internal and external legitimacy. On internal legitimacy, the Union has been faced with a clear decline in popularity among its citizens. The internal legitimacy of EU foreign policy should not be taken for granted. This is compounded by legitimacy-related challenges facing the EU, situated on the international/external level. In terms of its external legitimacy, survey figures show that the EU is a largely unknown actor among the citizens of many third countries. Moreover, those who know the EU are far from unanimously positive about its impact on their country or on international affairs. It is necessary to bring both of these facets together in making sense of contemporary discourses surrounding the effectiveness, coherence, and success of the European Union as an international actor where both internal and external legitimacy play critical roles.
